EDB Subsidy Scheme for Summer study abroad Programme

The Education Bureau (EDB) is offering the following subsidy schemes to support financially needy students to participate in academic exchanges (semester or academic year exchanges or summer study abroad programmes):

 

  • Scheme for Subsidy on Exchange (SSE) 
  • Scheme for Subsidy on Exchange to "Belt and Road" Regions (SSEBR). The list of B&R regions can be found here (subject to review and updated by EDB from time to time.)

Eligibility

To be considered for SSE/SSEBR, the following requirements and conditions must be met:

  • Students must be enrolled in full-time Government-funded undergraduate programmes.
  • Students are approved for government’s grant/loan (means-tested grant/loan scheme only) with documentary proof issued by the Student Finance Office (SFO); or they must be from family receiving the Comprehensive Social Security Assistance (CSSA) scheme with documentary proof issued by the Social Welfare Department (SWD).
  • Students must have attained cumulative GPA of 2.0 or above at the time of application and at the conclusion of the semester prior to the start of the summer programme.
  • Students must have fulfilled the host institution’s admission requirements.
  • Students must be accepted to summer programmes offered by HKBU partner institutions that last for at least 2 weeks.
  • Students must successfully complete the programmes offered by the host institutions and pass the enrolled course(s).
  • Students are only eligible for assistance under the SSE ONCE throughout their entire undergraduate study, regardless of whether the assistance is summer study abroad programmes offered by HKBU partner institutions or semester or academic year exchange programmes.
  • For SSEBR, eligible students will be able to apply for assistance TWICE at most, subject to the maximum amount of subsidy to be received by them, i.e. HK$53,000 discounted by the latest level of student finance approved by SFO throughout their entire undergraduate studies. 
  • Destinations of every exchange activities subsidized under SSE and SSEBR should be different in terms of country/economy. 

Subsidy Amount

The maximum amount of subsidy to be granted to the eligible student is calculated by adding up the subsidy under table (1A) & (1B) or (2A) & (2B) below, then discounted by his/her level of student finance (in terms of percentage of full means-tested grant) approved by SFO.

Scheme for Subsidy on Exchange (SSE)
The maximum amount of subsidy to be granted to an eligible student for participating in the academic exchanges varies according to the destination and duration of the exchange activities as set out below:

Scheme for Subsidy on Exchange to “Belt and Road” Regions (SSEBR)

The maximum amount of subsidy to be granted to an eligible student for participating in the academic exchanges taking place in the B&R regions varies according to the destination and duration of the exchange activities as set out below:

Examples

Example 1
Student A:             He/She is granted 50% of full means-tested grant from SFO
Prorgamme:         He/She will attend the Summer Programme at the University of X in the U.K. for 3 weeks.
SSE Subsidy:        [(1A) HK$8,000 + (1B) HK$6,000] x 50% = HK$ 7,000

Example 2
Student B:              He/She is granted 100% of full means-tested grant from SFO
Prorgamme:          He/She will attend the Summer Programme at the University of Y in Kazakhstan for 30 days.
SSEBR Subsidy:    [(2A) HK$3,000 + (2B) HK$10,000] x 100% = HK$ 13,000

The University may, at its full discretion, adjust the actual amount of subsidy to be granted to the student downwards from the maximum amount, having regard to the actual travelling expenses and other subsidy/sponsorship received by the student to support his/her participation in the exchange programme. In principle, the amount of subsidy granted to an eligible student under the SSE/SSEBR should not exceed the direct costs arising from his/her participation in the concerned exchange activity.

The University reserves the right to withdraw the subsidy from SSE/SSEBR if a student fails to fulfill the funding conditions and criteria set by the University and the EDB.

Students are not allowed to apply for subsidy under SSE and SSEBR concurrently for the same exchange programme. Therefore, students are required to indicate which Scheme (i.e. either SSE or SSEBR) they will apply.


Students can receive the university exchange sponsorship on top of SSE/SSEBR. 

Application for EDB Subsidy

Please submit the following items to us (in person, by mail and/or by email to exchange@hkbu.edu.hkat least 3 weeks prior to the commencement of the summer programme:

 

  1. Completed EDB Subsidy Scheme Application (doc/pdf), and
  2. Latest approval letter of means-tested grant/loan issued by SFO, and
  3. Confirmation of enrollment/admission letter issued by the host institution

 

Late or incomplete application will NOT be accepted or processed.

 

Disbursement of EDB Subsidy

 

Please submit the following items for disbursement of the EDB Subsidy (for eligible students) to the International Office (in person or by email to exchange@hkbu.edu.hkwithin one month of your successful completion of the programme:

 

  1. An official transcript (original or certified true copy) and/or a certificate of completion issued by the host institution, and
  2. A 500-word written reflection report on your experience in English, and
  3. 2 photos regarding your learning experience (with captions)

 

Under normal circumstances, applications for the EDB subsidy will be processed within ONE month upon submission of the above 3 items. 

 

No disbursement will be processed if you submit the required items after 21 September 2018

Other Terms and Conditions

  • Students receiving assistance under the SSE/SSEBR may receive subsidies from other sources (including the Government and/or private ones, if eligible) to cover expenses for the same summer programme. However, higher priority will be given to students who have not received any subsidy under any scholarship/sponsorship/subsidy schemes wholly or partly funded by the HKSAR Government.
  • Applications for transfer of units will be subject to the approval of the respective students' major departments. Please see the Academic Registry website for details.  
  • Offers of SSE/SSEBR subsidy scheme are subject to the availability of funds given by EDB.
